Because there is penalty for wrong answers, there are actually different strategies with regard to how to allocate time and energy. Below are some examples:
(In the following order: correct, unanswered, incorrect)
12, 13, 0 -> 72+19.5=91.5
15, 5, 5 -> 90+7.5=97.5
17,4,4 -> 102+6=108
20,5,0 ->120+7.5=127.5
